Among the visual arts, cartoon is one of the most effective ways of conveying a message.
This art is an international language that, with the benefit of humor, has a high acceptance among people and everyone of any race and language understands it.

Therefore, the General Directorate of Citizenship Education of Tehran Municipality decided to organize a cartoon contest with the theme of apartment culture & good neighbor and titled ” International Apartment Culture and Good Neighbor Cartoon Contest*. Due to the importance of the issue and the fact that the lack of attention to this issue in the world has caused many problems, many of which are common to our culture and other nations, we came up with an international competition plan.
The call for this competition was published in the middle of winter through the Iran Cartoon website and specialized caricature websites in Asia, Europe, Far East and Latin America. By the end of February 21, 634 works of 257 artists from 47 countries of the world reached the secretariat of the festival.

88 Iranian artists with 186 works and 169 foreign artists with 448 works participated in this competition, of which, after Iran, China with 23, Turkey with 15, and Romania and Indonesia each with 11 had the highest number of artists.

The internal jury of the festival consisted of professors Bahman Abdi, Bahram Azimi (head of the jury) and Mahmoud Nazari. Oleg Gutsol from Ukraine and Fan Lintao from China were foreign judges of the festival. Abbas Ghazi Zahedi was also elected as the executive secretary of this event.

The judging of this competition took place in several stages. At first, Iranian judges selected 600 works among the submitted works; In the next step, they selected the final works by communicating with foreign judges, thus the winners of this competition were determined.

Three winners were selected in this competition, and each person was awarded $500 in cash, a statue and a certificate of appreciation. Also, the jury considered five foreign artists worthy of recognition.

Due to the presence of many Iranian artists, ten prizes of 50 million Rials were considered along with a certificate of appreciation. Three amateur artists were also awarded 30 million Rials along with a certificate of appreciation.

In the judging of this competition, attention was paid to several points: ” clear communication with the topic of the competition”, “innovation and creativity” and “use of appropriate technique”.

Using the effective and understandable language of cartoons to present important topics in the field of citizenship, while setting up exhibitions and printing works in the form of books, can be expanded to witness other visual products and benefit from the capacity of the city’s promotional spaces such as billboards, structures and bridge decks.
